Not sure what happened but suddenly I couldn't access the BI Web server from anything but the host computer. I added an exception for Port 81 in Windows Defender and it now works. Is this safe or should I accomplish this some other way?
 
Hard to say why Windows' firewall suddenly changed behavior like that. Allowing inbound traffic on the BI web server port is the only way anything else can connect. I can't speak for the rest of your network setup, but you are doing this much right.
 
Windows may have decided that your network type changed (public/home/work)
