Blue Iris pixel refreshing every 30 seconds

I recently installed a Hikvision DS-2CD2232-I5 Network Camera. From the web interface it looks perfect. From BlueIris ver 4 console it looks perfect.

The problem is viewing from a Browser, BI on a smartphone OR viewing recordings, I get a pixel refresh every 30 seconds.

I have tried many different frame rates and I-Frame settings but nothing seems to make any difference.

Any ideas?

Increase the bitrate in the blue iris webserver
 
Perfect

Originally the box to limit the bitrate was set to 512, I changed to 1024 but that did not help. Unchecking it solved the issue.
