Does BI have IVS or does the camera have to have IVS on it so that BI can use that feature?

BI does not have IVS or the feature to implement IVS from the camera.

But you could use Zone Crossing in BI to get a sort of IVS feature, like tripwire.

Blue iris can be triggered using both dahua or hikvision IVS. Though blue iris zone crossing is superior.
