Milestone has finally closed a big loophole in their licensing model. Starting with 2020 Q3 release, they are charging a license count for every CHANNEL in the system, rather than every DEVICE. They have left a few exceptions where multi-channels are free: CAMERAS on Supported Device List, and ENCODERS on SDL with fewer than 17 channels.

No, because channels live within the device. So: You can have multiple channels per device.

Previously you could have a 100 channel encoder device that allowed you to bring 100 cameras into the system and it would only cost you 1 device license. Now they've closed this loophole so now this scenario would cost you 100 licenses.
