Have you tried to install after a fresh computer reboot?

Probably something else is running and using files that the BI Tools installer is trying to install/update. If rebooting doesn't fix it, then try closing all other applications, like the error message said. It could even be a background service that doesn't appear in the system tray.

Did you resolve this? I'm having the same issue. Have tried ending all the tasks I can in the task manager and running it as administrator
