If you own all the devices and they're tied to your gmail account, you're golden. No extra fee...
Strange.... I had to pay twice... both my devices (Nvidia Shield and a smartphone) are setup with the same gmail account also.

You should not have to. As with any app it's per Google account not per device... do both devices have Google play ?
Yes both devices have Google Play... that is how I got them. I checked my paypal account also, and the two charges are there.
