bad picture

My videos in camera ip often has picture strange in video, what is it guys? I need reason why it is and how to fix it? Image below, thank for help :)

My Dahua caught a thief but the picture quality is terrible :( the motion tracking didn't do it's thing either. The motion tracking is moody at best, I find that I have to move the camera around a bit every now and then to make sure the motion tracking is doing it's thing. What am I doing wrong?
