Thanks Alex and David again for your help and I probably turn off the TinyCam recording of my RCA DB for now. I remembered that TinyCam uses one stream for live view and the other for recording in its unique implementation.

@ Alex. I think I found the issue as I still got the error after a soft reset: The playback started working after I stopped the background mode of the tinycam pro app, which is doing a 24x7 recording of my RCA DB and using up to 2 connections. Somehow there is a max # of (ONVIF/RTSP) connection...

Hi David, Reformatted and reinitialized the existing SD card, but still have the issue. Changed to use a brand new SD card and still have the issue. I remember I didn't do a reset after my RCA doorbell being flashed to LAVIEW firmware 190716. Should I do it now?

The WDR setting under CCD doesn't always show up correctly in iVMS-4200. You will have better chance to see it if you try to remove your dbell and then add it back on in iVMS-4200.

Saving WDR Mode setting worked with iVMS-4200, which makes a huge difference! Thanks again David!
