I've had a similar issue. Turns out in my case that recording direct to disk without re-encoding isn't working and it wasn't creating the videos at all. Nasty bug. I'm now re-encoding video from three cameras that are already putting out h.264 from an Axis encoder. Wasting resources and hurting...
