    Blue Iris, Win7-64, Intel HD Graphics and Running as a Service

    I have the same problem. Only I have a processor Intel core i5-3570K. Long could not understand where the problem. I found that because of the video driver, remove it and the problem disappeared. This is a problem the way independent of the operating system on windows 10 and windows 7 was.
