No, if I install it then it only work if it is already running in the background. If I close the app then it won't work. 4.14.1 does work though.

I think it's related to Android security settings. If I have the app open, or have switched out of it and it's still running in the background then it works. If I close the app then push notifications don't work until I open the app again.
