The price in my country would be actually 630 USD for i7-4790K, cheapest mobo, 4GB DDR3, Seasonic 350W, Windows 7, no case, no HDD.     It is really confusing, but you need to add cameras on your second PC the same way as was done on the first one (add Encoding Devices, then configure Streaming Media Server and check all cameras), you will then see that the streaming server has more outgoing connections than incoming ones...
