No, my cams are really dirty and you only see the dirt when the sun shines in the right angle on the cam.

Not sure what your aim is, but identify someone at that height is impossible. Even if someone climb up the roof of the carport you wouldnt see the face.
i would suggest to rethink everything.

On startup dahua and hikvision cameras have a different ip. This is due to tftp recovery process. After a few secs the normal OS is booting and it will use the ip which you have in config.

Cars tend to speed up after the curve. Sure it can do tracking of fast object.. but it might be problematic if its so close the the cam itself. The car will be out of view too fast.

It can do that. But if it cant zoom out when the car passes the camera position, it is likely to lose the object.
Normaly these cams are mounted higher than normal , even if the object passes near the position of the cam, it can look down and still be able to see the whole object when zooming out.

It loses the object, same as having too high target ratio. It needs to be able to zoom out. Looks like you are already at Z1 level, so it loses the object.
