You might try VM eye vMEye - Apps on Google Play.
It is the app that the sellers of my ebay board cameras recommended. It will tell you the basic info about the stream, if what you have is a VM format camera. I'm always suspicious that this kind of software is spyware, so caveat emptor.
I just checked the BI settings for the second one of these I had handy, and it took the same settings.

Yes, at least the three or four I've bought on ebay. Once you know the IP address and the login, they come up in BI as generic Onvif cameras using the RTSP info. BI is more catholic than, say, Dahua's various viewers, which I have had no luck using for VM cameras.

In fact, you could get by with a 480 line cctv board camera and a cctv test monitor, all for less than $50 on ebay. Housings are available for the cameras, though you could just pot it in some clear epoxy to waterproof it.

Other members (wittaj?) have warned that China domestic models sometimes have their firmware burned in and can't be reflashed to international firmware. So make sure you can return it if you're not happy.

Those look like camera settings, but I don't see anything for your illumination. It may be there's no control in your interface for the IR.
If so, your only option might be to disable the lights in the camera and add external illumination, either IR or visible.
I got a lot of false positives at first because I still had the non-IVS motion detection still enabled in the camera. Then, in blue iris, you also have to uncheck motion sensor under the blue iris triggers for the camera.

I meant to point out that the data sheet lists a programmer, which should work with the OP's variant of the camera. There is an online manual for the programmer, and an abundance of videos for both the programmer and the camera on YouTube.

They list a programmer, part no. pfm820. They're on ebay for about $20.
Search 'board camera pigtail' and you'll get a million hits on ebay. Tell the seller what you have and send him a photo. Compare their photos to the pinouts on your board.
