    The visible light(license plate light) is washing things out. You need to tweak exposure for ir light. try a locked 35 or 30 gain, lower shutter to 1/1000 May need to lower the exposure comp too

    To add the picture from my thread where you can see the scene/street are slow fixed shutter like 1/30 just for test and ensure I'm getting additional illumination. The lpr pix you see are same as with wittaj just a bright plate barely seeing the car if at all at like 1/1000 shutter

    I'm surprise at 70ft you need additional IR illumination, one of my z12 is at 100ft on internal LED just fine Are the lens of the LED potted in black epoxy? if not you can swap out the lens for a tighter focus.     I used a sharpie to tint the sensor and that helped a little thinking to either build a hood out shade of some sort or tape it over completely and use a smart outlet plug that I can program to match my camera's switch time

Considering the goal being to maximize IR illumination, and camera sensor being less sensitive to 940nm resulting in dimmer image...... its also got a 45-60 degree spread, I think if i used that for my use case, it would be worse...

    I tried and couldn't find these hexagon housing laser lens anywhere(AliExpress ebay, digikey...) Maybe in using the wrong search terms. I did messaged this seller before and he don't sell the lens separately. He is willing to customize the power and I think the next step up is 30 degree lens.

    Here's the best I can do, note that the LED looks brighter because it has more scatter/diffusion and less focus than the laser, I'm no where near the "hot spot" focus area of neither illuminator. Captions in the picture refer to how it look to my naked eye compare to the camera picture
