    I'm having the same issue. BI with hardware decoding worked fine in the past but now it won't even take that setting.     Clean windows install. H264 because I read that 265 is smaller files but higher CPU. I changed it to high performance. Intel graphics power plan also showing maximum performance. CPU% remains the same.
