It was on 0-30. I tried it on 50-70 last night and I was getting glowing white plates. I was having bad luck with not much traffic for testing.

That isn't a bad idea at all. The best solution here may be a new garage door opener that has wifi and status etc. But, I don't want to mess with that level of effort. I would have to wonder if the door would automatically close on the item that was left in the way of the door though...
Which cam would you recommend for this task? It would have to be a camera that has good wifi to make sure it doesn't go down. I was thinking a non-poe wired cam to keep things reliable and maintenance free.

I really like TinyCam Monitor for Android because of it's great Image Quality. I would like to find something similar to work with a Hikvision NVR as iVMS 4500 seems to use substreams. However, I don't see Tinycam listed on the Apple Store. What app do you like?

Which port? The LAN or one of the internal ports for the cameras? I have noticed that I can connect to NVR over a poe port as long as I add a second IP to my NIC that is in it's subnet. If you want an app for when you are not home, Splashtop or TeamViewer into your PC to view cams.
I have never tried to check a clip like that. I view them all in BI. Are you trying to play the clip file in WMP or in BI?
Regarding a PC: buy one of these, sell the video card or put a better one in to game off of it. You will hear recommendations not dual task the machine. Do what you want...

I found a 14db fan. I bought 2 and associated cables to hook them both up.
