IMO you need to get this done by a professional. There are more pros than cons for getting this setup done in the correct manner.It does not have to cost a fortune. He is right. In Australia, it's illegal to do your own fixed home cabling. Any under-floor, in-wall or in-roof cabling must be done by a registered cabler. If you had to pay someone to do a drop you would expect to pay between $100-150 per drop.lol- pinko

Home assistant has continued to power ahead and is worth checking out. It's been developing at a rapid rate and is ridiculously easy to get a good configuration up and running in minutes, not hours weeks or months like older versions.- pinko

CPU size
As @Walrus suggested a refurbished Dell / HP is a great option. For example I picked up a Dell Optiplex 7040 SFF with an i7-6700 processor for a few hundred. It will crush your current processor- pinko
