My guess - Insects combined with a Slow shutter speed. Shutter speed really needs to be 8ms (1/125 sec) max and some would say 4ms (1/250 sec) is more realistic for freezing motion. I'm guessing this is a cheap camera and needs a slow shutter to be able to freeze motion at night. Therein lies... -

I'd be very surprised if it was the clear glass and not the lumens to blame. The purpose of the coating is to produce a more diffused light. A clear glass just provides a more intense point of light. PTZ Camera setup nightmare...

The trip wires are in the wrong direction. If you look at the arrows on them, they're looking for side to side movement and vertical movement, when what you have is horzontal back to back movement. What you need is trip wires extending out from the gate to trigger from back to front movement. -
