how do i fix this
i read on another thread that you go into GUI and change ONVIF, but issue is the GUI in this camera is that SmartPSS and i cant find anything about that option in it

Did you read this thread? It appears to indicate that you may have to use two or more different tools for configuration!

On the current version on BI 6.0.7.3 when your camera's do a maintenance restart or you restart it manually, Blueiris will give this warning error. It simply means that it could not get the onvif event due to the cam being offline. I should add, this only applies when you use onvif/camera events motion detection.
