Just to update this thread in case anyone else get this issue. The problem was being caused by the 'Dynamic Group Layout' option in the web browser UI3 settings, turning it off fixed my issue and now everything is running at the correct frame rate. This thread can now be closed.

Well... By Jove I think they've got it. Fantastic! Adjusting these settings and also turning off hardware acceleration my CPU usage that was up at 60%+ has dropped to a mere 15% the cameras have completely stopped dropping out and video frame rates have been restored. I can't thank you enough...
