Just to update this thread in case anyone else get this issue. The problem was being caused by the 'Dynamic Group Layout' option in the web browser UI3 settings, turning it off fixed my issue and now everything is running at the correct frame rate.

I've recently started getting an issue with a BI where my live sub stream view is choppy and a very low frame rate. However, if one of the cameras is triggered, playback (for only that camera) jumps to being smooth.
I'm using Sub Streams for 24/7 recording at 15FPS and AI to trigger...
Well... By Jove I think they've got it. Fantastic! Adjusting these settings and also turning off hardware acceleration my CPU usage that was up at 60%+ has dropped to a mere 15% the cameras have completely stopped dropping out and video frame rates have been restored. I can't thank you enough...
