I finely got things working. As it turns out, my Ethernet switch must have been bad. Direct connect to camera was working but not through switch. I replace the switch. Why I was still getting RSTP stream is an unknown. Thanks everyone for their help.

That is correct. RSTP stream only. HTTP says connection refused. It is 70 feet above ground or I would try reset button.

Config tool finds the camera but updating doesn't work.

I can no longer access the camera via http port. I still can get rstp to work. Seems like ports 445, 23, and 3800 are open. Any ideas how to get http to work again? Config tool finds the camera but nothing works like reboot or restore. Telnet says connection refused. PORT STATE SERVICE 80/tcp...
