    I think the conclusion I am coming to is a recent Windows Update vs Video Card Driver incompatibility. Just make sure both are entirely up-to-date and it should fix the issue.

    Just finished updating my video card drivers, despite their use in the system, and it does seem to have helped SO FAR. (It's only been a few minutes). Even with hardware acceleration disabled, give this a try and see if it works. Report back. Let's get this solved once and for all.

    Wonderful, I got all the way to the end of this thread and there is no actual fix, just a random luck scenario. The green screen has begun for me now in the browser while streaming. I have gone through all the steps to now and no luck. I will be re-installing video drivers next and follow up to...
