I find Homeseer integration with Blue Iris to be reliable and straightforward. But for someone with no programing background usefully integrating Blue Iris into any HA hub is going to be challenging.

The simplest outdoor PIR is probably the zooz brand connected to a z-wave enabled hub. I use homeseer with the blue iris plugin, which does not require an internet connection. I in addition to PIR I have pressure mats connected to the terminals of z-wave door and window sensors. Pressure mats...

Grandstream comes the closest as it is POE, but the notification part part requires customization. Replacing the transformer is trivial.

You might wait and see what remote management tools are in BI V5.

I'm no microsoft fan, but IMO it is fairer to say that you haven't paid for remote desktop when you purchased windows home. Most software is an incredible value considering the effort involved in making it. Including BI.

It also made the bird population happy. The best reason to not have outside cats is birds.

If you have a fence between properties putting a camera on a fence post looking in can work well. This setup works particularly well if the camera on the property edge is in the view of another camera.

Personally I would try the Grandstream first. It checks all the boxes, and its from a SIP company.
