Yes they can, but i'd recommend using the included anchors just to make sure they hold tight.

@mjvod I use a V1 to capture the side view of the cars (perpendicular to the street) and a V2 fully zoomed in to 10x @ approximately 80 feet, at about a 45 degree angle and am grabbing tags pretty well day/night. I used the settings in @stoney7713 post above.
