My camera has LED IR lights and IR filter. The camera turns on or off the filter depending to the light conditions. So it works more or less good at night. In the camera interface you can manually switch on or off the IR filter.

There can be a difference in the firmwares at our cameras.
Here is something more that can help in understanding the problem with CWD command. Here is set-up of the ftp user that logins to FTP-server:
