So i've got an IPC-T5442TM-AS 6MM on my driveway. I have a pretty bright streetlamp as seen in the picture below.

The distance from my camera to the footpath in line of sight is approximately 18-20m (60-65ft).

I also have a bright 2400LM motion activated security light near the camera which lights up the dark spots around the cars if motion is detected.

The issue is when someone walks along the footpath as seen in the below video, I can't seem to get any form of facial ID at ALL.

My settings are:
Shutter priority enabled
Shutter customised range
6.5-16.5ms
3D NR enabled grade = 50
Exposure comp = 50

BLC = Enabled (default)

White balance = "street light".

Day/night mode = colour.

I think you are expecting too much. I have some 2MP Hikvision 6mm cameras and IMO, they will only get facial recognition within 4m-5m at best.

My gate is around 8m-10m from the front of my house and I have a Dahua 8630 at full 16mm zoom and it's barely enough. My 5231-Z5 is about right at around 15mm+ zoom (different sensor).

Subject face is backlit and wayyyyy to dark, and as mentioned above, you need a good amount of face in the scene to hope to ID

It takes time for YT to encode it. Its ok now

Here's a sample. Im guessing its identifying at 12-15 ft max and with the camera at face level and front lit faces.
