VPN and VLAN Routing with Layer 3 Switch

Hello, I am putting together a new IP surveillance system that will include:
  • 13 Dahua IP cameras
  • 1 Dahua NVR without PoE
  • 24 port Cisco managed layer 3 switch with PoE and Gigabit uplink ports
I have a Netgear router but it does not appear to be capable of VLANs or VPNs. So this leads me to two questions:
  1. I can just use a PC that is always on for my VPN server correct?
  2. If I configure the switch VLAN to route between VLANs, do I still need a router capable of VLAN?
It has been about 12 years since I messed with configuring routers and switches so I am rusty but I am not afraid to get back in there and learn it again.

If your switch is a 300 series Cisco, would you consider moving to this thread to keep all the Cisco 300 info in one place? Cisco 300 series managed POE switches
I've been struggling with this general issue. No proven answers yet but a couple of possibilities of doing the job at layer 2.

The answer to #1 is yes. I use my NAS (basically an always on computer) but if I didn't I would use my PI since I don't have a VPN or dd-wrt capable router. A Blue Iris computer I think would be a nice spot to run the VPN server.
I have no clue about #2
