POE splitter usage

I got this
DC18V-60V to 12V Buck converter Passive PoE Splitter Cable Power Over Ethernet | eBay
to use on my hikvision cam cause I thought I fried the poe board. Turns out I didnt fry it and poe works fine.
However when i plug the cable from the poe switch into this device,then ONLY plug the rj45 plug to camera,I get power and data.
Looking at the rj45 plug on the splitter I see only pins 1,2,3,6 are connected(which I assumed it would be).
Unless i'm misunderstanding which pins POE uses, how is this possible?

Edit: That eBay item description says that it's NOT compatible with 48V active 802.3af when plugged into DC power. It outputs 12V (??) to the PoE device when you plug it into external DC. So don't plug that thing in into DC. In fact, I'd dump it totally. That is not an 802.3af standard device.

I use that unit on some Chinese cameras that require the 12 volt input since not being true POE. I just tested one and found that it strips the voltage and does not pass through to the camera. I tested with a Dahua POE camera and works only when using the 12 volt connection along with the regular RJ45.

That’s the exact behavior that I was expecting also but it’s not the case.
I Recently replaced the pigtail on this camera and I’m wondering if I miss wired it to cause that to happen.
