OpenVPN into BlueIris over cellular fails, but over WiFi works?

I have issues on my iPhone OpenVPN into BlueIris over cellular fails, but over a remote WiFi it works?
I can access my cameras direct internal ip when on cellular so the VPN is connecting it just doesn’t like the BI app?
Any ideas?

In the blue iris app enter your local IP in both the wan and lan fields.

Because on wifi, you are on your network and can get to the internal IP. When you use cell data, you are on another network. If you want to be able to view BI when you are on cell data, I would suggest that you create a VPN instead of opening a port for BI.

It happens on a motel WiFi (any WiFi not at home). It is a using a VPN
