Hi guys, a lot of new advancements lately. What camera has the absolute best picture in the $299 or below range?

You need to clarify what your use case is for the camera to get an accurate recommendation.
This is the obvious best response, but also notice that the only criteria is absolute best picture and nothing else matters. Still would be helpful to know what setting or object the best picture is for.

Criteria is in the subject of the post:

Absent more information, the "best overall" recommendation above has the highest odds of being the best recommendation. There's a lower probability that with a specific need or desire, the best overall camera could be a poor choice.

Putting camera in tree about 24 feet from street. Trying to get good lowlight/color of vehicles. Not really a lic plate cam (I know lic plate is more a specific camera trained on a small space.)

This is more of a wider camera. To identify people, make model of cars at night.

Doest that help?

Depends on what light you have around the mounting location. Andy's cameras are good, but might be a tall order to identify someone at night, unless you have good IR light, house lights or street lights to assist. Cars types will be easy based on the light signature.

What @Old Timer suggested is a good option, unless you want a PTZ camera that tracks people.

Any of the 5442 series of Dahua cameras can accomplish what you want.
